Founders Amber Nesbitt and Amy Liss bring more than 12 years of collective experience building and leading the Sexual Allegations Unit (SAU) within the Office of Inspector General for the Chicago Public Schools—the fourth-largest district in the country serving over 325,000 students across 630 schools. Amber led the unit as Deputy Inspector General, while Amy rose from Investigator to Chief Investigator; together, they managed complex cases, trained and mentored staff, and created operational strategy.
Established in 2018, the SAU remains the only independent body in the nation with jurisdiction over a broad range of sexual misconduct allegations involving K-12 school-based staff and students. In addition to clear allegations of sexual abuse, misconduct, harassment and other Title IX violations, the SAU also handles a litany of boundary-crossing behaviors that raise grooming or safety concerns.
Amy and Amber supervised the investigation of over 2,500 complaints involving CPS staff, vendors, and volunteers. Each school year, 450+ allegations were reported to the SAU by students, staff, graduates, parents, and others. The high complaint volume required a commitment to excellence, constant pursuit of efficiency, adherence to internal processes and procedures, and the creative use of available resources.
Amy personally investigated over 200 allegations, including high profile and complex cases involving criminal charges, multiple parties, and wide-sweeping systemic concerns. She also supervised the investigations of a seven-member team.
In addition to managing a team of over 30 investigators and attorneys, Amber also reviewed and approved almost 1,000 investigative reports (implicating both Title IX and CPS policies) that were issued to the Chicago Board of Education, Title IX Office, CEO, and CPS Law Department for review and disciplinary action.
Amy and Amber contributed to CPS’s abuse prevention efforts through proactive data analysis, identifying systemic problems, and other areas for increased training or early intervention.
Under Amber and Amy’s leadership, the SAU received significant attention and accolades for its innovative approach and impactful investigations that adhered to the best practices for independent oversight in the inspector general community. Realizing that other K-12 school districts do not have similar highly trained, independent, and centralized teams to handle these difficult allegations, Campus Integrity Group is committed to sharing their expertise with school communities across the country—providing practical, impartial, and legally sound guidance to help schools navigate complex issues, prevent harm, and build safer environments for students and staff.
